It’s difficult to answer this in one word, there are so many loopholes within the section 118 under Rule 38 A (3) of Himachal Pradesh Tenancy & Land Reforms Rules 1975. Though you cannot buy any agricultural land, but you can buy flats/apartments that are already built.
